This is a “lose power or lose the planet” decision. Funding $40 billion means to take power from the rich to be more successful in protecting the planet. However, the rich does not want to lose power, so we fund with less money, even if that means sacrificing the planet.
This problem can only be solved by removing money and power structure, to demotivate apathy and the use of inadequate action.
