Considering that any 3D printer can be used to print gun parts, it’s unclear how California’s law will work. Will you be able to buy any 3D printer, as long as it isn’t specifically marketed as a gun printer (which few, if any, are)?
Let’s solve the root cause behind the printing of guns (consider gun use as a problem of structural violence, and therefore, of public health) and not crackdown on 3D printers.

Indeed, and if they want to regulate something than they should do that in the regular gun sales. But you nailed it, they need to check the root cause of the (gun) violence. That’s rooted in the socioeconomic system itself.

Guns are killing instruments used in war, and are no longer relevant in today’s peacetime.
Gun violence is like engaging in war, and as a state of mind, is an element caused by indirectly encouraging violence within the current system.
