The break with Greenpeace and international summits (COP 21 and 29 as a model), in order to act on ecological issues

I see a disconnect between Greenpeace, which remains committed to activism without necessarily cutting back on funding, while international summits (COP 21 and 29) remain focused on small talk, not seeking quick and effective methods to address environmental concerns
How do you assess my observations?
