I think the moral intention is still to requisition empty housing for those who need it (homeless people, for example), but the problem is that the law is not being respected because mayors are not applying it, which makes it difficult to enforce.

Yes, this might be the low-resource solution to homelessness. By occupying empty houses (as long as they are not in some boring suburbia with a low quality of life) instead of building new settlements we can save resources, reduce carbon emissions from construction and ensure that we do not create too much empty space that is very likely going to be unoccupied.
