There is no solar panel that is 1000x more efficient (or has a 190% efficiency) when compared to traditional PVs:

The maximum efficiency achieved right now is a little over 40%.

Also, no efficiency rating can exceed 100%, because that is based on how much sunlight a individual panel can capture on its surface, generally.
